摘要
党内问责工作是健全党和国家监督体系的重要组成,是健全全面从严治党体系的重要举措,也是健全党的自我革命制度规范体系的重要内容。回顾党的十八大以来党内问责制的实践历程,以习近平同志为核心的党中央高度重视党内问责制,将其作为全面从严治党的利器,坚持以人民为中心的价值取向,高度重视科学的顶层设计,牵住主体责任的“牛鼻子”,重点抓好“关键少数”,注重“惩前毖后,治病救人”,推动党内问责实践不断发展。基于深入推进新时代党的建设新的伟大工程,优化党内问责制度势在必行,其现实进路是:重点加强党的集中统一领导,提高思想认识,完善制度体系,强化制度落实。
The intra-Party accountability work is an important part of improving the Party and state supervision system,the main measure for comprehensively and strictly governing the Party,and an important part of improving the Party’s self revolutionary system and normative system.From the practical experience of intra-Party accountability practices review of the 18th Party Central Committee,the Party Central Committee with Comrade Xi Jinping at its core places a high premium on intra-Party accountability system,taking it as a sharp tool for full and strict governance over the Party.The Party Central Committee always adheres to the value and purpose of putting the people at the center,attaching great importance to the top-level design of science,using this effort to drive the coordinated development of principal responsibility,laying emphasis on“the key majority issues”,attaching importance to“learning from past mistakes to avoid future ones and curing the sickness to save the patient”,promoting the continuous development of intra-Party accountability practices.Based on the need to further promote the new great project of the New Era Party building,the realistic approach to promoting the intra-Party accountability systemshould focus on strengthening the Party’s leadership,improving ideological understanding,improving the system,and strengthening the implementation of the system.
