摘要
研究目的:探索优化现行“消薄飞地”合作的收益分配方案,为提高“消薄飞地”合作公平性和稳定性提供参考。研究方法:Shapley值法,案例研究法。研究结果:(1)作为“消薄飞地”合作实践中的典型代表,平湖—青田“消薄飞地”合作存在合作主体的收益与其边际贡献不匹配的现象;(2)根据合作主体的边际贡献,平湖—青田“消薄飞地”合作中飞出地政府、飞入地政府和村集体应当获得的收益分成约为48.8%、38.5%、12.7%;(3)可从直接性经济收益和间接性经济收益两方面优化收益分配方案。研究结论:现行“消薄飞地”合作的收益分配缺乏公平性和有效性,应依据发展性、共享性和可持续性的分配理念,适当降低飞入地政府收益分成,提高飞出地政府收益比重。
The purpose of this study is to explore and optimize revenue distribution scheme of the current“povertyreducing enclave”cooperation,to provide the references for improving the fairness and stability of the“poverty-reducing enclave”cooperation.The research methods include Shapley value method and case study.The results are as follows.1)As a typical practice of the“poverty-reducing enclave”cooperation,Pinghu-Qingtian“poverty-reducing enclave”cooperation has the phenomenon that the revenue of cooperative subjects does not match their marginal contribution.2)According to the marginal contribution of cooperative subject,the revenue sharing that should be obtained by the underdeveloped region government,the developed region government and the village collective in Pinghu-Qingtian“poverty-reducing enclave”cooperation is about 48.8%,38.5%and 12.7%,respectively.3)The revenue distribution scheme can be optimized from both direct and indirect economic revenue.In conclusion,the current revenue distribution of the“poverty-reducing enclave”cooperation lacks fairness and effectiveness,so it is necessary to appropriately reduce the revenue sharing between village collectives and the developed region government,and increase the proportion of revenue obtained by the underdeveloped region government based on the concept of development,sharing and sustainability.
