“十四五”时期我国省域民办高等教育发展政策分析与优化 被引量:1

摘要 国家及区域层面的政策文件是引导规范民办高等教育持续稳定发展的重要依据。文章以质性研究方法对29个省域公布的教育事业规划中的民办高等教育发展政策内容进行分析,建立起政策内容、政策工具以及省域的三维框架以分析政策导向。研究发现:省域民办高等教育政策内容集中于办学条件、运行机制、党的建设、人才培养、教师发展五个节点,强制型政策工具在文本中使用率最高,省域层面上广东、河南、浙江诸省政策供给较多且呈现出差异化,陕西、广西、安徽诸省则政策辐射性较强。在民办高等教育政策制定中存在政策工具使用频次不一且适配性不足,政策内容忽视内涵建设,省域间政策相关性弱等问题,未来需要多元化合理利用政策工具,进一步聚焦内涵建设,强化政策互通互联。 Policy documents at the national and regional levels are important basis for guiding and regulating the development of private higher education.With the help of qualitative analysis software NVivo11,this paper encodes the contents of policies for private higher education development in the education plans announced by 29 provinces and establishes a three-dimensional analysis framework to analyze policy orientation from the content dimension,tool dimension and provincial dimension.The results show that at the content level,these policies focus on five nodes:school-running conditions,operation mechanism,party building,talent training,and teacher development.At the level of policy tools,mandatory tools have the highest usage rate in text,followed by hybrid tools and voluntary tools.At the provincial level,Guangdong,Henan,Zhejiang have higher and more differentiated policy supply,while Shanxi,Guangxi,Anhui have strong policy radiation.There are also some problems such as uneven frequency and insufficient adaptability of policy tools,neglect of connotation construction in policy content,and weak inter-provincial policy relevance.In the future,it is necessary to make rational use of diversified policy tools,further focus on connotation construction,and strengthen policy interconnection.
