摘要
为解决公路养护过程中的环境问题,采用AHP层次分析法和专家评判法,基于生态环境影响指标分析,提出山区公路绿色养护三级考核指标体系及考核办法,一级指标包括资源集约利用、生态保护、污染防治、绿色低碳、品质建设、服务提升、绿色管理、安全与经济性和科技创新;二级指标力求覆盖相关环境要素的各专业领域;三级指标侧重于主要技术及管理领域。该体系办法在贵州省都匀平塘公路管理段推广应用,实践证明该体系指标能客观反映公路绿色养护技术能力及管理效能。
In order to solve the environmental problems in the process of highway maintenance,the AHP analytic hierarchy process and expert evaluation method were adopted,and based on the analysis of ecological environmental impact indicators,a three-level assessment index system and assessment methods for green maintenance of mountain roads were proposed,of which there were 9 categories of first-level indicators,including intensive utilization of resources,ecological protection,pollution prevention and control,green and low-carbon,quality construction,service improvement,green management,safety and economy,and scientific and technological innovation.The Level 2 indicator seeks to cover the various areas of expertise of the relevant environmental elements,while the Level 3 indicator focuses on the main technical and management areas.The system method has been popularized and applied in the management section of Duyun pingtang Highway in Guizhou Province,and it has been proved that the indicators of this system can objectively reflect the level of green highway maintenance technical capabilities and management effectiveness.
