摘要
“互联网+护理”作为一种新的居家养老服务模式,可有效解决居家老人的就医困难等问题。采用线上线下的方式对天津市辖区(县)居家老人进行护理需求问卷调研访谈,发现天津市“互联网+护理”居家养老服务存在护理供需矛盾、服务价格亟待突破、宣传培训有待提高、护理资质存在隐患、责任纠纷存在潜在风险等问题。“互联网+护理”与传统居家养老服务结合背景下,广泛开展宣传培训,完善相关保险与法律法规,严格护理人员资格审核,实施积极的引导政策,大力培育社会主体和加大配套基础设施建设是为老年人营造更加安全、舒适、便捷的居家养老护理服务环境的有效对策。
As a new home-based care model,“Internet+nursing”can effectively solve problems,such as medical difficulties for the elderly at home.Through online and offline questionnaire survey and interview on nursing needs of home-based elderly care in the districts(counties)of Tianjin,it is found that there are problems:contradictions between nursing supply and needs exist,service prices need to be broken through,publicity and training need to be improved,nursing qualifications needs our attention,and potential risks in liability disputes in“Internet+nursing”home-based elderly care exist,etc.Under the background of the combination of“Internet+nursing”and traditional home-based care,extensive publicity and training,improvement of relevant insurance and laws and regulations,strict audit of nursing staff qualifications,implementation of positive guidance policies,vigorous cultivation of social subjects and increase of supporting infrastructure construction are effective countermeasures to create safer,more comfortable and convenient home-based care environment for the elderly.
