环境领域减污降碳协同增效路径简析 被引量:3

摘要 为全面明晰环境污染物治理与温室气体减排之间的内在联系,通过逐项分析气、水、土、固体废物治理4条减污路径与降碳效应之间的协同关系,结合相关政策措施,提出协同效应对策建议。结果表明,环境领域是减污降碳协同增效的主战场,二者之间存在强烈的正协同关系,但基于物质循环流动的减污与降碳之间的关系十分复杂,在实际生产生活中施加某一作用可能会产生连锁反应,建议在部分重点行业企业、区域开展先行先试,及时总结经验,完善体制运行机制。因此,要坚持把减污和降碳目标有机统一,要坚定理念、科技、机制创新思维,确保“美丽中国”和“双碳”目标如期实现。 In order to fully clarify the internal relationship between environmental pollutant treatment and greenhouse gas emission reduction,the synergistic relationship between the four pollution reduction paths of gas,water,soil and solid waste treatment and the carbon reduction effect were analyzed one by one,and the synergistic countermeasures were put forward in combination with relevant policies and measures.The results show that the environmental field is the main battlefield of the synergistic effect of pollution reduction and carbon reduction,and there is a strong positive synergistic relationship between the two,but the relationship between pollution reduction and carbon reduction based on the circulation of materials is very complex,and exerting a certain role in actual production and life may produce a chain reaction.It is suggested that some key industries,enterprises and regions should be carried out first,and experience should be summarized in time.Improve the system operation mechanism.Therefore,it is necessary to adhere to the organic unity of pollution reduction and carbon reduction goals,and to firmly innovate ideas,science and technology,and mechanisms to ensure that the"Beautiful China"and"Double Carbon"goals are achieved on schedule.
