碳交易政策对我国大气污染的协同减排有效性研究 被引量:24

摘要 尚处于试点运行阶段的碳交易政策能否实现对于包括碳排放、雾霾、二氧化硫等大气污染的协同减排效应是一个有待深入研究的问题。将不同大气污染物纳入统一的研究框架中,基于2007-2017年中国30个省级地区包括碳排放、雾霾、二氧化硫在内的大气污染面板数据,运用双重差分法证明碳交易政策确实产生了环境红利,利用分位数双重差分方法实证检验碳交易政策对处于后工业化阶段经济发达地区的大气污染减排的有效性。考虑到大气污染治理的区域联动特征,从时空动态角度对比分析影响我国大气污染的关键因素。将碳交易政策作为虚拟变量纳入模型的实证结果表明,碳交易政策的实行会逐步弱化行政命令式规制手段潜在的作用效果,市场化手段的减排效应会得到强化。通过中介效应分析法验证“碳交易政策-技术进步-能源强度下降-环境改善”的正向传导机制,表明碳交易政策的实行通过倒逼技术进步和改善能源强度带来了大气污染的协同减排效应。 Whether the carbon trading policy,which is still in the pilot operation stage,can realize the synergistic emission reduction effect on air pollution including carbon emissions,smog and sulfur dioxide,has become the focus of current scholars attention.Putting different atmospheric pollutants into the same research framework,based on the panel data of atmospheric pollution including carbon emissions,haze and sulfur dioxide in 30 regions of China from 2007 to 2017,the spatial Dubin metrology model is used to compare and analyze the key factors affecting China s air pollution from the perspective of time and space.As a dummy variable into the model,the results show that the implementation of the carbon trading policy will gradually weaken the administrative command-style regulatory means,and the effects of market-based means will be strengthened.The DID method is used to prove that the carbon trading policy,which has both government regulation and market characteristics,has indeed produced an environmental dividend for the three types of air pollution.Using the quantile DID method,the carbon trading policy is obtained for the post-industrialization stage.More effective conclusions in economically developed regions.Finally,through the mediation effect analysis method,the positive behavior of carbon trading policy-technical progress-decreasing energy intensity-environmental improvement is verified,which indicates that the improvement of energy intensity can bring about the emission reduction effect of air pollution.
