地下开采煤矿区新增补充耕地与煤矿开采相互影响分析:以龙岩市某地下开采煤矿为例 被引量:3

摘要 为了科学利用土地资源、平衡土地利用结构,有效保障粮食安全和能源资源安全,拟在某地下开采煤矿区地表适宜位置开展土地整治项目,新增数量和质量有保证的补充耕地。从两个方面对补充耕地开发利用与煤矿开采生产之间的相互影响关系进行分析,并对补充耕地内农用地土壤污染风险进行评价,以此来论证在该地下开采煤矿局部地表区域新增补充耕地的可行性。研究结果表明:补充耕地范围在矿区资源储量开采范围之外,补充耕地下无煤矿巷道、无采空区,对矿区水文地质条件影响有限,且按照相关政策,煤矿企业仍可在原采矿权范围内办理延续变更等登记手续;煤矿企业按照有关规定和方案要求规范开采,一般不会发生地表塌陷现象,不会使周边土地利用格局发生明显改变,不会对灌溉水源造成影响;补充耕地内土壤样经化验测试,无超标现象,农用地土壤污染风险低。由此可知,在该地下开采煤矿区内地表适宜位置进行土地整治、新增补充耕地,有利于优化土地资源配置,可以为矿产资源开采利用与耕地开发保护协调发展提供借鉴。 In order to scientifically utilize land resources,balance the land use structure,and effectively ensure food security and energy resource security,it is proposed to carry out a land improvement project at a suitable location on the surface of an underground mining coal mine area,adding additional farmland with guaranteed quantity and quality.Analyzes the interaction between the development and utilization of supplementary cultivated land and coal mining production from two aspects,and evaluates the soil pollution risk of agricultural land within the supplementary cultivated land to demonstrate the feasibility of newly increased supplementary cultivated land to local surface areas of the underground mining coal mine.The research results show that the scope of supplementary cultivated land is outside the mining area’s resource reserve exploitation scope,there are no coal mine tunnels or mined out areas under supplementary cultivated land,which has limited impact on the hydrogeological conditions of the mining area. In addition, according to relevant policies, coal mining enterprises can still handle registration procedures such as continuation and change within the original mining right scope. Coal mining enterprises standardize mining in accordance with relevant regulations and program requirements, generally without surface subsidence, significant changes in the surrounding land use pattern, and no impact on irrigation water sources. The soil samples in the supplementary cultivated land have been tested and found not to exceed the standard, and the risk of soil pollution in the agricultural land is low. Therefore, it can be seen that land remediation and the addition of supplementary farmland at suitable locations on the surface of the underground mining coal mining area are conducive to optimizing the allocation of land resources, and can provide reference for the coordinated development of mineral resources exploitation and utilization and farmland development and protection.
