摘要
煤炭资源是宁夏回族自治区最重要、最优势的矿产资源之一,为宁夏回族自治区经济社会发展提供了重要能源资源保障。“守好改善生态环境生命线,走出一条高质量发展的新路子”和“黄河流域生态保护和高质量发展先行区”建设总要求对矿产资源勘查、开发、利用和保护提出了更高的要求。在资料收集、企业调研和市场调查的基础上,本文系统梳理了宁夏回族自治区煤炭勘查、开发和利用现状,定量分析了“十三五”以来煤矿规模结构调整优化、生产矿井数量变化、原煤产量变化、煤炭关联产业结构调整和需求变化情况。在此基础上,结合国情、区情,从经济发展、产业结构、资源约束、环境约束、安全生产形势、资源综合利用水平等方面分析了宁夏回族自治区煤炭及关联产业发展面临的形势和挑战。针对上述问题以及未来宁夏回族自治区煤炭地质工作方向和前景提出了提高煤炭安全高效开采资源保障程度、提高煤炭资源供应能力等对策建议。
Coal resources is one of the most important and advantageous mineral resources in Ningxia Hui Autonomous Region,which provides an important energy and resource guarantee for the economic and social development of Ningxia Hui Autonomous Region.The construction of“keeping the lifeline of improving the ecological environment and finding a new path of high-quality development”and“the ecological protection and high-quality development of the Yellow River Basin” also requires higher requirements for the exploration, development, utilization and protection of mineral resources. Through data collection, enterprise research and market survey, this paper analyzes the current situation of exploration, development and utilization of coal in Ningxia Hui Autonomous Region, especially the quantitative analysis of size and structure of certified coal mines, operating mine quantity and coal related industries structure adjustment since the 13th Five-Year Plan. On this basis, combines with the national and regional conditions, the situation and challenges faced by the development of coal resources and related industries in Ningxia Hui Autonomous Region are analyzed from the aspects of economic development, industrial structure, resource constraints, environmental constraints, safety production situation, and comprehensive utilization level of resources. In view of the above problems, as well as the direction and prospect of coal geological work in Ningxia Hui Autonomous Region in the future, puts forward countermeasures and suggestions to improve the security degree of safe and efficient coal mining resources and improve the supply capacity of coal resources.
