摘要
2022年10月,英国发布新版“教学卓越框架”,启动新一轮高校教学质量评估。作为英国三个高等教育“卓越框架”之一,“教学卓越框架”是“卓越”这一理念在高校教学领域的应用。卓越嵌入高等教育话语源自竞争,其直接结果也是竞争。卓越视域下,英国提出“教学卓越框架”的主要动机在于引入市场竞争机制,实现大学的提质增效。同时,该框架在评估指标上体现出以学生为中心的理念,在评估主体与过程方面体现出多元主体参与协商的特征。虽然“教学卓越框架”成功将各界目光聚焦于教学,但由于过于倚重学生满意度和学习结果,这新一轮教学评估仍然面临挑战。
UK issued a new"Teaching Excellence Framework"in October 2022 and launched a new round of assessment of teaching quality in universities.As one of the three"excellence frameworks"for higher education,"Teaching Excellence Framework"is the concrete embodiment of the concept of excellence in the field of university teaching.The embedding of excellence in higher education discourse stemmed from competition and is a direct result of competition.From the perspective of excellence,the main motivation of"Teaching Excellence Framework"proposed by the UK is to introduce market competition mechanism to achieve the purpose of improving the quality and efficiency of universities.At the same time,this framework reflects the concept of student-centered in the assessment index and the characteristics of multi-subject participation in the evaluation subject and process.While"Teaching Excellence Framework"draws the public's attention to teaching successfully,the new round of assessment faces challenges due to its heavy reliance on student satisfaction surveys and learning outcomes.
