摘要
地方政府引导地区产业调整升级是中国经济发展的重要经验,对于地方政府如何选择产业结构调整的方向,现有文献着墨不多,且存在一定分歧。本文从官员异地调任引起企业产品结构变化的角度,对这一问题进行的微观层面研究发现,地方政府会借鉴官员上一任职地的发展经验,并结合当地的资源禀赋和比较优势,选择产业结构调整的方向。主要表现为:官员异地调任后,现任职地企业的产品会和上一任职地企业调任发生前一年的产品趋同,且这一结果在多种稳健性检验下仍然成立;产品趋同的程度和官员任职经历的特征有关,发达地区经历、长期经历、直接经历、成功经历以及典型经历更容易被借鉴;地方政府的产业方向引导,同时考虑了官员任职的两地资源禀赋差异、比较优势和调整成本等客观因素。本文为地方政府地区产业结构调整方向的确定提供了一个新解释,为理解大国内部产业转移路径、地区产业布局形成机制等问题提供了一个新角度。同时也为“高质量”发展背景下更好地发挥政府作用,进一步推动产业结构升级以及区域经济发展中知识共享等问题提供了参考和补充。
Taking the position of the Municipal Party Secretary in different places as a point of observation,this paper studies how local governments determine the adjustment direction of the regional industrial structure.Empirical results indicate that:(1)after transferring officials from elsewhere,the products of current local firms converge with those of the year prior to the transfer,and this result remains valid after multiple robustness tests;(2)the degree of product convergence is related to the characteristics of the officials'experience.Generally speaking,it is easier to learn from existing experience in developed regions,long-term experience,direct experience,successful experience and typical experience;and(3)the industrial direction guidance of local governments accounts for objective factors such as differences in resource endowment,comparative advantages and adjustment costs between the two locations.This paper provides a new explanation of how local governments choose the direction of regional industrial structure adjustment,and a new perspective to understand the path of internal industrial transfer within a large country and the regional industrial layout formation mechanism.
