摘要
绿色创新是推动绿色发展、加速经济结构绿色转型的核心力量。本文利用2015-2020年上市公司获得的政府采购订单和绿色专利数据,研究政府采购对企业绿色创新的影响和作用机制。研究发现,政府采购显著提高了获得采购订单企业的绿色创新水平。作用机制上,政府采购强调绿色消费与绿色生产,通过中断采购威胁、提高政府督查和提高政府支持力度促进了企业绿色创新。进一步研究表明,政府采购主要促进了企业绿色发明类创新,并且绿色创新有助于提高企业的社会绩效。本文的研究结论提供了政府采购通过引导绿色创新来推动绿色发展的中国证据,对政府采购政策制定具有重要的参考价值。
Green innovation is the core driving force behind development that accelerates the transformation of the economic structure towards sustainability.As the largest single consumer in the market,can the government effectively promote green innovation at the corporate level from the demand side?Drawing on data from public procurement orders and green patents of listed firms from between 2015 and 2020,this paper empirically studies the actual impact and mechanism of public procurement on corporate green innovation.The results indicate that public procurement significantly triggers green innovation in firms.In terms of the action mechanism,public procurement emphasises green consumption and production and promotes green innovation through threats of procurement disruption and improved government oversight and support.Patent-type evidence suggests that public procurement primarily promotes substantive innovation and can significantly improve corporate social performance in the form of environmental,social and governance(ESG)criteria.This paper provides Chinese evidence of green development through public procurement aimed at promoting green innovation.The findings of this paper are an important reference point for the formulation of public procurement policies.
