摘要
首先探讨了交通地方标准制订的原则及基础理念,接着阐明了其具体的理论框架及技术策略。进一步确定了山西省交通地方标准规划目标,这包含整体计划目标、详细计划目标以及标准的结构和编号准则。此外,提倡建立山西交通运输标准系统的方法,该方法由五大部分组成,分别是改善政策管理体制、提升技术规范水平、增强执行监管能力、推动全球化的进程以及提高支持服务质量。最后,对山西省交通运输标准构建过程进行总结,涉及到制定地标体系的基本规定、制定标准化战略、确立标准内容、实行监控并落实。
This paper discusses the principle and basic concept for developing a provincial transportation standard,and expounds on its specific theoretical frame and technical strategy.The planning objective of the Shanxi provincial transportation standard is further determined,including the overall planning objective,detailed planning objectives,and the structure and numbering criteria of the standard.This paper suggests the method of building the Shanxi provincial transportation standard system,which consists of improving the policy management system,upgrading the technical specification level,enhancing the ability to implement supervision,promoting the process of globalization,and improving the quality of support services.Finally,this paper summarizes the construction process of the Shanxi provincial transportation standard system,which involves the formulation of the basic provisions of the provincial standard,the formulation of standardization strategy,the establishment of standard content,and the implementation of process monitoring.
