摘要
以青海省生态保护和修复类企业为研究对象,通过数据收集、实地调研、电话访谈等相结合的方法获取基础数据,采用企业景气指数法(BCI)分析企业未来经营发展状况。结果表明:青海省生态保护和修复类企业多为小规模企业,生产类企业多为“作坊类”生产模式,注册资本小,市场竞争力不强、抗风险能力弱,近五年来注册数目明显下降,行业内缺乏龙头企业支撑,企业生存受政策影响较大,但现存的此类企业多数处于盈利状态,未来发展机遇和挑战并存;工程实施过程中缺乏对土壤、苗木、草种等科学论证,对项目后期苗木成活率、草地复绿率、鼠害防治效果等缺少定期跟踪检查,加之生态工程施工人员多为临时雇佣当地农牧民群众,缺少系统性、专业性工程技术的培训和指导,存在一定的生态安全风险。据此,本研究提出相应的对策及政策建议。解决企业发展中存在的困难问题,不但有利于推动此类企业规范有序发展,更有利于挖掘内需潜力,增强企业发展信心,助力经济社会高质量发展。
This study takes ecological protection and restoration enterprises in Qinghai Province as the research object,and applies the methods such as data collection,field research and telephone interviews to obtain basic data.The Business Prosperity Index(BCI) method is used to analyze the future business development status of the enterprises.The results show that the enterprises of this type are relatively small in scale,with most production enterprises adopting the “workshop” production model.Their registered capital is small,the market competitiveness is weak,and the ability to resist risks is weak.In the past five years,the number of registered enterprises has significantly decreased,and there is a lack of leading enterprises,which are greatly affected by policies.However,the existing enterprises are mostly in a profitable state.In the implementation of the project,there is a lack of scientific demonstration on soil,seedlings,grass seeds,etc.In the later stage,there is a lack of regular tracking and inspection on the survival rate of seedlings,grassland greening rate,and rodent control effect.The construction personnel are mostly temporary hired local farmers and herdsmen,and there is a lack of professional technical guidance,which poses certain ecological safety risks.This study proposes corresponding countermeasures and policy recommendations.Solving the national difficulties faced by enterprises is not only conducive to promoting standardized and orderly development of enterprises,but also to tapping into the potential of domestic demand,enhancing development confidence,and assisting in the high-volume development of the economy and society.
