摘要
国家战略科技力量是体现国家意志、服务国家战略的科技力量,是国家综合国力和国际竞争力的重要基础,是促进经济社会发展、保障国家安全的“压舱石”。为应对当前国际科技竞争局势和顺应新一轮科技与产业变革趋势,党中央提出“健全新型举国体制,强化国家战略科技力量”,这迫切要求在现有各自独立和分散的创新主体之间进行高效有力的组织化和系统化集成,形成跨学科、全链条、双循环、深度融合与紧密协作的新型科研组织范式。为此,需要从不同学科间的交叉融合、不同主体间的交互协同、创新链与产业链的相互结合等不同层面,分析阻碍重大原始创新和关键核心技术协同攻关的组织难题,借鉴破解国家战略科技力量协同难题的国际经验,探讨如何在深化科技体制改革进程中推进国家战略科技力量的相互协同。
The national strategic scientific and technological strength is a scientific and technological force that embodies the national will and serves the national strategy,an important foundation for the country's comprehensive national strength and international competitiveness,and a"ballast stone"for promoting economic and social development and ensuring national security.In order to cope with the current international scientific and technological competition situation and conform to the new round of scientific and technological and industrial transformation trend,the Party Central Committee proposed"improving the new national system and strengthening the national strategic scientific and technological strength",which urgently requires efficient and powerful organization and systematic integration among the existing independent and decentralized innovation subjects,and forming a new scientific research organization paradigm of interdisciplinarity,full chain,dual circulation,deep integration and close collaboration.To this end,it is necessary to analyze the organizational problems that hinder major original innovation and the coordinated research of key core technologies from different levels,such as the cross-integration between different disciplines,the interaction and collaboration between different subjects,and the combination of innovation chain and industrial chain,learn from the international experience of solving the problem of synergy of national strategic scientific and technological forces,and explore how to promote the mutual coordination of national strategic scientific and technological forces in the process of deepening the reform of the scientific and technological system.
