摘要
"双一流建设"既是大学的需要,更是国家的需要。"双一流建设"要避免重走"985工程"、"211工程"的老路,应加强政府及大学决策层供给侧改革,为大学按规律办学治校创造必要的制度环境,加强政府对"双一流建设"有所不为的宏观调控,为实现核心学科专业领域有所突破的目标提供充足的资源条件,加强中央政府的主导作用,以高效、集中的原则遴选"双一流建设"单位。
＂Double world-class construction＂ is the need of the university, as wen as the need of the country. To avoid the path of ＂985 Project＂ and ＂211 Project＂, it should strengthen the supply-side reform of the government and the university decision level, creating the necessary institutional environment for school-running in accordance with the law; strengthen the government macro-control, to supply adequate resource for excellence of the core disciplines and majors; strengthen the leading role of the central government, to elect the object universities with the efficient and centralized principle.
