摘要
着力扩大内需,增强消费对经济发展的基础性作用是党和国家的重大发展战略,增加农民工消费又是扩大内需的重要潜力源。本文利用2017和2019年两期中国家庭金融调查(CHFS)的微观调研数据,探讨农民工商业保险购买情况对其消费水平、消费结构的影响效应及其内在作用机制,结果表明:①商业保险能够显著提高农民工消费水平,且高于社会基本保险对其的拉动作用,商业保险的发展有利于破解“消费储蓄之谜”;②商业保险对农民工发展性消费的影响力度大于生存性消费,改善了农民工的消费结构,有利于实现消费升级;③分位数回归结果表明,消费水平越高的农民工,参加商业保险对提高其消费水平特别是发展性消费水平的作用越大,发展型消费成为主要增长源;在作用机制上,商业保险能够显著降低农民工预防性储蓄从而促进消费。基于此,本文认为要想有效提振内需,积极发展商业保险,发挥其对社会基本保险的补充作用是一条有效路径。
Focusing on expanding domestic demand and enhancing the fundamental role of consumption in economic development is a major development strategy of the Chinese Communist Party and the nation.Increasing consumption by migrant workers is also an important potential source of expanded domestic demand.This paper uses the micro survey data of the China Household Finance Surveys(CHFS)of 2017 and 2019 to explore the effects on consumption by migrant workers from their purchases of commercial insurance.The study examines actual consumption levels,the structure of consumption and the forms of purchasing by migrant workers.The results show that:commercial insurance can significantly increase the consumption level of migrant workers and has a greater pulling effect on consumption than basic social insurance;@The impact of commercial insurance on the development of migrant workers'consumption is also greater than that of survival-oriented consumption.This in turn improves the structure of consumption by migrant workers and is conducive to the realization of consumption upgrading;The results of quantile regression show that the protective role of commercial insurance has gradually improved consumption by migrant workers;Commercial insurance can also promote consumption by reducing the need for workers'precautionary saving.This paper concludes that commercial insurance should be actively developed to play a complementary role in basic social insurance.
