摘要
政府与社会资本合作(PPP)模式在教育建设领域的应用有效缓解了地方政府财政压力,教育类PPP项目绩效评价研究可为该类型项目识别阶段的效果性、准备阶段的实施方案合理性、采购阶段的公平性、执行阶段的项目管理以及项目移交质量等全生命周期的规范运行提供理论指导。从项目识別、准备、采购、执行和项目移交5个阶段构建了教育类PPP项目全生命周期绩效评价指标体系,应用层次分析法进行指标权重分析;以山西省某大学搬迁项目为研究案例,应用模糊评价法验证了教育类PPP项目绩效评价体系的有效性,针对项目案例各阶段的绩效评价问题提出优化策略。
The application of the government and social capital cooperation(PPP)model in the field of education construction has effectively alleviated the financial pressure of local governments.Research on the performance evaluation of educational PPP projects can provide theoretical guidance for the standardized operation of the whole lifecycle of this type of project,such as the effectiveness of the identification stage,the rationality of the implementation plan in the preparation stage,the fairness of the procurement stage,project management in the execution stage,and the quality of project handover.A performance evaluation index system for the whole lifecycle of educational PPP projects was constructed from five stages:project identification,preparation,procurement,execution and project handover.Analytic Hierarchy Process was applied to analyze the weight of the indicators.Taking the relocation project of a university in Shanxi Province as a research case,the effectiveness of the performance evaluation system for educational PPP projects was verified using fuzzy evaluation method.Optimization strategies were proposed for performance evaluation issues in each stage of project cases.
