摘要
合村并居是促进城镇化,改善人民生活条件的重要路径之一。以淮北市为例,采用问卷调查法、层次分析法和模糊综合评判法探索合村并居现实状况,基于行动者网络视角,解析合村并居行动者网络路径,并对网络路径进行优化。结果表明,农民对于合村社区的不满意集中体现在政府补偿和居住体验两个方面。以区县政府为核心行动者的行动者网络,即以政府力量为主导的合村并居已无法适应农民日益变化的幸福生活需要。将核心行动者由区县政府更替为社区组织,增强社区组织的自主生存能力,有利于合村社区的持续性发展。针对以上结论,提出关注农民长期生计问题、培养社区内源式发展能力、增强农民身份认同三点建议,为有效实施合村并居提供参考。
Village integration is an important path to promote urbanization and improve people's living conditions.Taking Huaibei City as an example,the study applied the questionnaire survey method,analytic hierarchy process and fuzzy integrated judgment method to explore the reality of village integration.The network path of village integration is analyzed and optimized from the perspective of actor network.The results show that farmers'dissatisfaction with the merged village community focuses on government compensation and living experience.The actor network with the district and county governments being the core,or the government-dominated merged villages,can no longer adapt to the farmers'changing needs for a happy life.Replacing the core actors from district and county governments to community organizations and enhancing the autonomous survivability of community organizations will be conducive to the sustainable development of the merged village communities.In view of the above conclusions,the following three suggestions are put forward:to pay attention to the long-term livelihood of farmers,to cultivate the endogenous development capacity of the community,and to enhance the identification of farmers,so as to provide reference for the effective implementation of village integration.
