摘要
政府管理创新是政府调整行为以适应客观环境变化的必然结果,制度作为政府管理社会政治、经济、文化等的重要工具,贯穿政府管理创新活动的全过程。从制度视角探讨政府管理创新活动,减少制度短缺、制度剩余等给政府管理创新带来的负面效应,具有十分重要的意义。
Government administrative innovation is the inevitable result of the government's regulation action for adapting to the change of the objective condition.As an important tool of the government to administrate politics,economy,culture,the system crosses the whole process of the government administrative action.It has very important significance from the systemic angle to investigate the government administrative innovation action and the negative effect brought by the shortage or surplus of system to the government administrative innovation.
