摘要
煤炭是我国的基础性能源,煤炭物流是煤炭流通的关键环节,加快推进我国煤炭物流统一大市场建设对有效保障我国能源安全供应、实现碳达峰碳中和目标至关重要。当前,我国煤炭物流市场存在地方保护和市场分割严重,环节过多、链条过长,综合服务能力偏弱,标准化信息化水平偏低等关键堵点,导致物流成本偏高,制约煤炭要素自由流动和煤炭经济畅通循环。应坚决打破煤炭物流地方保护行政性壁垒,加快建设全国统一大市场。为此,要加快完善煤炭市场交易体系,优先发展关键领域和薄弱环节,鼓励煤炭物流企业向现代物流企业转型,大力发展第三方煤炭物流,建设统一、共享煤炭物流信息系统,推进煤炭物流现代化、体系化、绿色化发展,促进煤炭资源在更大范围内畅通流动,全面推动我国煤炭能源市场实现由大到强的转变。
Coal is a basic energy in China,coal logistics is a key link in coal circulation,and it is important to accelerate the construction of China’s unified coal logistics market to effectively ensure the safe supply of energy and achieve carbon and carbon neutralization goals.At present,China’s coal logistics market has serious local protection and market segmentation,too many links,too long chain,weak comprehensive service capacity,low level of standardization information and other key blocking points,resulting in high logistics costs,restricting the free flow of coal elements and the smooth circulation of coal economy.We should resolutely break the administrative barriers to local protection of coal logistics and speed up the construction of a unified national market.To this end,it is necessary to speed up the improvement of the coal market trading system,give priority to the development of key areas and weak links,encourage coal logistics enterprises to transform into modern logistics enterprises,vigorously develop third-party coal logistics,build a unified and shared coal logistics information system,promote the modernization,systematic and green development of coal logistics,and promote the smooth flow of coal resources in a larger scope.Comprehensively promote the transformation of China’s coal energy market from large to strong.
