三医联动数据中台安全体系构建的实践与思考

摘要 在医疗大数据业务体系数据规约化建设的场景中,为解决在数据采集、治理、加工、分析、共享、运维等交互过程中存在的数据资产模糊、数据暴露面大、人员接触面多、数据流程管控面广等多重安全风险,海南省在构建三医联动信息平台的实践过程中,以数据全生命周期为主线,对构建数据中台过程中的各阶段分层、分步骤进行规划和分析,构建全方位、全场景的数据中台安全体系,达成数据不暴露、可用不可见的目标,实现对三医联动数据中台运行过程中的数据安全保护,使核心数据的资产化管理和数据安全防护体系更有保障。三医联动数据中台安全体系的构建,提高了全省医疗、医保、医药数据全流程管理的安全性,这是智慧医疗大数据安全保障体系建设的立足点和先决条件。 To solve the interactive process of data collection,management,processing,analysis,sharing,operation and maintenance in the scenario of data specification construction of medical big data service system,there are multiple security risks,such as fuzzy data assets,large data exposure area,more personnel contact area,wide data process control area and so on.During the practice of building the three-medical linkage information platform in Hainan province,taking the data life cycle as the main line,the process of each stage in the process of building the data center platform was planned and analyzed by layers and steps,building an all-around,allscene data platform security system,based on the real scene of the time feedback,to achieve data exposure,available invisible objectives.Data security protection was realized in the process of running the three-medical linkage data center,which made the core data asset management and data security protection system more secure.The construction of the security system of the three-medical linkage data center promotes the security of the whole process management of the medical,medical insurance and medical data in the whole province,it is the foothold and prerequisite of the construction of big data security system of intelligent medical treatment.
