摘要
本文从构建生态环境执法监管新格局为出发点,通过研究分析排污许可证政策背景、监管要求及证后监管存在的问题等情况,从加快排污许可配套制度建设、加强监管联动机制建设、增强排污单位主体责任意识、优化排污管理工作细节和证后监管信息化建设等维度,提出了完善排污许可“一证式”监管机制的对策建议,为深入推进排污许可制度改革提供更多思考方向,助力其高质量发展。
Starting from the construction of a new pattern of ecological environment law enforcement and supervision,this article analyzes the background of pollution discharge permit policies,regulatory requirements,and problems in post permit supervision.From the dimensions of accelerating the construction of supporting systems for pollution discharge permits,strengthening the construction of regulatory linkage mechanisms,improving the main responsibility awareness of pollution discharge units,optimizing the details of pollution discharge management work,and post permit supervision informatization construction,etc,proposed countermeasures and suggestions to improve the“one certificate”regulatory mechanism for pollutant discharge permits,providing more thinking directions for deepening the reform of the pollutant discharge permit system and promoting high-quality development.
