摘要
环境保护一直是社会主体的重点关注对象,而地方政府的环保注意力是一种无形的稀缺资源,不仅引导企业治理环境污染,而且影响企业的经济行为。基于“双碳”战略背景,研究地方政府推动碳减排的环保注意力配置对企业全要素生产率的影响,用地方政府文件中与碳减排有关的环保词频数作为环保注意力配置的代理变量。研究表明,地方政府的环保注意力配置显著提升了企业全要素生产率,在考虑稳健性和内生性的基础上,该结论依然成立。异质性检验发现,地方政府的环保注意力配置主要提升了低环境质量地区、东部地区、第二产业、国有企业、出口企业和大规模企业样本组的企业生产率。此外,地方政府的环保注意力配置通过促进企业环境信息披露和参与碳排放权交易,进而提升企业生产率。结论表明,环保注意力配置是影响企业经营绩效、环境信息披露和治污机制的重要因素,是新时期政府治理环境的新途径。
Environmental protection has always been a key concern of social entities.Local governments'attention to environmental protection is an intangible and scarce resource that not only guides enterprises in controlling environmental pollution but also affects their economic behavior.Based on the background of the"dual carbon"strategy,this article studies the impact of environmental attention allocation by local governments in China to reduce carbon emissions on the total factor productivity of enterprises.The frequency of use of environmental protection terms related to carbon reduction in local government documents is used as a proxy variable for environmental attention allocation.The results show that the allocation of environmental protection attention by local governments significantly improves the total factor productivity of enterprises.This result remains valid after testing for robustness and endogeneity.Heterogeneity testing shows that the allocation of environmental protection attention by local governments primarily improves the productivity of enterprises in low environmental quality areas,eastern regions,secondary industries,state-owned enterprises,export enterprises,and large-scale enterprise sample groups.In addition,the allocation of environmental protection attention by local governments enhances corporate productivity by promoting environmental information disclosure and participation in carbon emissions trading.The results of this study indicate that the allocation of environmental protection attention is an important factor in business performance,environmental information disclosure,and pollution control mechanisms,and is a new approach for the government to governance the environment in the new era.
