摘要
在全球战略地缘博弈持续加剧、“无成本投票”运行导向、特定意识形态偏见、民粹式选举迎合、欧盟“亲台”利益集团复苏回潮、美国拉拢欧洲盟友“集体挺台”、台湾地区民进党当局“国会外交”利益输送等多重因素叠加效应下,欧洲议会近年来以报告、决议案等多种方式频频炒作“谴中护台”,谋求以法律化方式对欧盟行政部门塑造策略性杠杆压力,对欧台关系产生引导和规制效应,推动欧盟“挺台”政策制度化、规范化和常态化。受“红线意识”或“红区意识”淡漠等因素影响,欧盟行政部门并未积极启用单向否决权,反而与欧洲议会联手制造“共谋结构”,合力推动欧台关系“新突破”。欧洲议会以“渐营取逸”主导策略和“搭积木”操作方式,不断虚化欧盟一个中国政策,势将冲击中欧关系大局。
With the multiple factors such as the intensified global strategic geopolitical game,the “no-cost voting”operation model,the specific ideological biases,the populist election pandering,the resurgence of the EU's“pro-Taiwan”interest groups,the United States attracting European allies to“collectively supporting Taiwan”,the Taiwan authorities'“parliamentary diplomacy”,the European Parliament has frequently hyped up“condemning China and protecting Taiwan”in various ways such as reports and resolutions in recent years.The institutionalization of the EU's policy towards Taiwan creates strategic leverage pressure on the EU executive branch,and has a guiding and regulatory effect on EU-Taiwan relations.Affected by factors such as the indifference of the“red line awareness”or“red zone awareness”,the EU executive branch did not strictly use the veto power.The European Parliament,with its dominant strategy of“building blocks”,continues to erode the EU's one-China policy,which is bound to impact the overall situation of China-EU relations.
