By means of the psychological theories on motive study, this paper unfolds the analysis on the motivation of the pro-Taiwan factions in the US congress following through the process of internal cause, external causality and consciousness adjusting . The human relation and face model helps the study on the interaction between the pro-Taiwan congressmen and Taiwan authority. The analysis indicates that even without the lobby from Taiwan the congressmen would take pro-Taiwan stance because of their historical experience, value, national interests and political roles they play. After they accept Taiwan's lobby, the congressmen will change their relation with Taiwan from instrumental one to emotional one. The degree of the change depends on the efforts of the lobby, congressmen's relocation on the relation and the estimation on the risk that lobby may bring to them. Taiwan authority's efforts to make positive profile in international society and the atmosphere in the US public media help the congressmen finish their psychological adjusting.
