摘要
推动有条件的乡村宅基地使用权流转对盘活农户不动产财产权及促进乡村土地产权制度改革具有重要意义。在调查收集阜平县及乡镇宅基地利用情况的基础上,基于TPB理论构建宅基地使用权流转意愿行为模型,并选取典型村进行入户调查,对影响宅基地经营权流转的因素进行实证分析和讨论,进而提出宅基地使用权流转的实施路径。研究发现:3个典型村宅基地使用权流转的支持率分别为72.42%(白家峪)、67.61%(北栗园铺)、70.80%(黑崖沟);宅基地使用权流转意愿行为模型中各个潜变量直接并通过行为态度间接影响农户的行为意愿;3个村中行为态度的直接影响效应均较高,而感知行为控制的直接效应和中介效应均较低。在推行宅基地使用权流转路径之前及实施过程中需要准备、建立并不断优化保障实施的政策环境,保持宅基地使用权流转模式动态可持续性。
Promoting the transfer of the right to the use of rural homestead land with conditions is of great significance to revitalize the property rights of rural households and promote the reform of rural land property rights system.Based on the investigation and collection of the use of homestead land in Fuping county and township,this paper constructed a behavioral model of the transfer intention of homestead land use right based on TPB theory,selected typical villages to conduct household surveys,carried out empirical analysis and discussion on the factors affecting the transfer of homestead land management right,and then proposed the implementation path of the transfer of homestead land use right.The study found that the support rate of homestead land use right transfer in the three typical villages was 72.42%(Baijiayu),67.61%(Beiliyuanpu)and 70.80%(Heiyakou),respectively.The latent variables in the behavioral models of the transfer intention of homestead use right directly and indirectly affect the behavioral intention of farmers through behavioral attitude.In the three villages,the direct effect of behavior attitude was high,while the direct effect and mediating effect of perceived behavior control were low.Before and during the implementation of the transfer path of homestead use right,it is necessary to prepare,establish and continuously optimize the policy environment to ensure the implementation,so as to maintain the dynamic sustainability of the transfer mode of homestead use right.
