摘要
我国社会组织作为社会主义现代化建设的重要主体,在习近平新时代中国特色社会主义思想指导下,坚持服务国家、服务社会、服务群众、服务行业的原则,在基层社会治理和第三次分配中发挥着越来越突出的作用。尽管现有研究建立了多种框架试图揭示社会组织发展的机理,但未能充分概括党和政府在促进社会组织发展中的关键角色。本文提出“规制型吸纳”的概念框架来分析当前党和政府促进社会组织发展的思路:吸纳是规制的基础,规制是吸纳的强化。运用中国社会工作动态调查(CSWLS)嵌套在57个城市中的954家社会组织的数据,采用多层次回归模型验证了“规制型吸纳”的概念框架。研究发现,包括意识形态吸附、行政规范和战略资源支持在内的治理吸纳促进了社会组织健康有序发展;规制既能促进战略资源支持对社会组织的积极作用,也能减缓其消极作用。同时,规制还能促进行政规范对社会组织的积极作用。政策启示方面,党和政府要坚持对社会组织的多维度吸纳,尤其是意识形态吸附;同时要完善规制体系,放大治理吸纳推动社会组织发展的效应,促进我国社会组织高质量发展。
China’s social organizations,as an important mainstay of socialist modernization,under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics in the New Era,adhering to the principles of serving the state,society,the masses and the profession,are playing an increasingly prominent role in grassroots social governance and the third distribution.Although existing studies have developed various frameworks that attempt to shed light on the developmental mechanisms of social organizations,they fail to adequately outline the key role of the state in promoting the development of social organizations.This paper proposes the conceptual framework of“regulatory absorption”to analyze the current thought of the state in promoting the development of social organizations:absorption is the basis of regulation,and regulation is the reinforcement of absorption.Using data from 954 social organizations nested in 57 cities in the China Social Work Longitudinal Study(CSWLS),a multilevel regression models is used to validate the conceptual framework of“regulatory absorption”.The study found that governance absorption,including ideological adsorption,administrative norm and strategic resource support,promoted the healthy and orderly development of social organizations,and that regulation could both promote the positive and mitigate the negative effects of strategic resource support for social organizations.Meanwhile,regulation promotes the positive effects of administrative norm on social organizations.In terms of policy insights,the state should insist on the multi-dimensional absorption of social organizations,especially ideological absorption;at the same time,the regulation system should be improved to magnify the promotional effects of governance absorption on social organizations,and promote the high-quality development of social organizations.
