徐州市疾病预防控制机构人才队伍建设现状分析 被引量:1

Analysis of current situation of talent team construction in disease prevention and control institutions in Xuzhou City

摘要 目的分析2019年和2021年徐州市疾病预防控制机构(简称“疾控机构”)人才队伍状况,及时发现存在的问题并分析其影响因素,为优化疾控机构人才队伍提供参考依据。方法收集2019年和2021年徐州市11家疾控机构的核定编制数、编制内/外人员数、年龄、学历、职称、招录流失情况,对徐州市疾控机构人才队伍进行描述性分析。结果2021年徐州市疾控机构核定编制数为1444个,而在编人员数量仅为713人,空编率为45.11%。虽然核定编制数较2019年增加828个,但到位率仅为52.7%,离职率为2.0%,其中,县疾控2021年离职率较2019年升高。2021年徐州疾控机构人员以大学本科、35岁及以下、专业技术人员为主,占比分别为62.41%、43.48%、85.41%,但县疾控本科以下人员占42.95%,明显高于市、区的8.92%、23.59%。结论徐州市疾控机构人员队伍建设进一步规范化,但在编人员不足,空编率较高,且县疾控中心仍以本科以下人员为主,应进一步优化人才结构和配置,稳定队伍,全面提升疾控机构人才素质。 Objective To analyze the talent team of Centers for Disease Control and Prevention in Xuzhou City(hereinafter referred to as“CDC”)in 2019 and 2021,to find existing problems and analyze their influencing factors in time,so as to provide references for optimizing the talent team of CDC.Methods The approved staffing,number of internal/external personnel,age,educational background,professional title,and recruitment loss of 11 CDC institutions in Xuzhou City in 2019 and 2021 were collected,and the talented team of Xuzhou CDC institutions was analyzed descriptively.Results In 2021,the number of approved preparations for staffing of Xuzhou CDC was 1444,but the number of staff was only 713,and the vacancy rate was 45.11%.Although the number of approved establishments increased by 828 compared with 2019,but the arrival rate was only 52.7%,and the turnover rate was 2.0%,of which the turnover rate of county CDC in 2021 was higher than that in 2019.In 2021,the personnel of Xuzhou CDC institutions were mainly undergraduates,35 years old and below,and professional and technical personnel,accounting for 62.41%,43.48%,and 85.41%respectively,but 42.95%of the personnel below the bachelor's degree in county disease control were significantly higher than 8.92%and 23.59%in cities and districts.Conclusion The construction of the personnel team of Xuzhou CDC is further standardized,but the staffing is insufficient,the vacancy rate is high,and the county CDC is still dominated by personnel below a bachelor's degree,so the talent structure and allocation should be further optimized,the team should be stabilized,and the talent quality of CDC institutions should be comprehensively improved.
