摘要
[目的]对2017年、2018年疾控机构人员编制配置及人员经费保障等状况进行调查分析,以发现江苏省疾控体系人力资源保障存在的问题,并提出相应政策建议。[方法]对江苏省111家疾控机构的人员编制、经费保障及人均收入情况进行问卷调查,对人员经费保障等数据指标进行描述性分析和统计学检验。[结果]全省疾控机构应有编制总量13766个,现有编制数为8658个,缺编5108个。与2017年相比,2018年全省人员支出总计、全省财政拨款总计均有所提高。财政拨款比例由86.06%上升至90.9%,自筹经费占比明显降低。2017-2018年疾控机构在职在编人员全省平均收入基本不变。其中,省级疾控机构提高1万元,市级机构下降,县级机构小幅上升。各级疾控机构绩效工资均下降。[结论]疾控机构人员配备不足,高学历、高职称人员配备较少;财政保障无法与公共卫生服务的实际情况和需求相适应;疾控机构创收压力大、人员收入较低。
Objective To analyze and investigate size of personnel force allocation and personnel fund guarantee in centers for disease control and prevention(CDC)in Jiangsu Province in 2017 and 2018,so as to find the problems of human resource guarantee in CDC of Jiangsu Province,and put forward the corresponding policy recommendations.Methods A questionnaire survey for size of personnel force allocation,personnel fund guarantee and per capita income was conducted in 111 CDC.Descriptive analysis and statistic test were conducted on the data and indicators of personnel fund guarantee.Results The gross of proper size of personnel force in CDC was 13766,now available was 8658,vacancy was 5108.Provincial total personnel expenditure and fiscal appropriation were all increased in 2018 which compared with those in 2017.The proportion of fiscal appropriation increased from 86.06%to 90.9%.The proportion of self-financing decreased obviously.Provincial average income of on the payroll staff was basic invariant,it increased 10000 yuan in provincial CDC institutes,it decreased in municipal level,and it increased modestly in county level.The performance pay all decreased in all levels CDC.Conclusions It is short of personnel allocation in CDC.Staff allocation of high education and professional titles is less.Fund guarantee does not adapt to the actual situation and needs of public health services.The pressure of create income of CDC is high and the income of personnel is low.
