摘要
高质量共建“一带一路”是推进高水平对外开放的应有之义,为我国建设更高水平开放型经济新体制、引领新型全球化、构建人类命运共同体提供重要支撑。“一带一路”倡议提出以来,尤其是2017年召开推进“一带一路”建设工作五周年座谈会后,高质量共建“一带一路”和高水平对外开放虽然在国际公共物流、贸易投资结构、数字经济、绿色发展、促减贫、增就业等诸多领域成就卓著,但仍然面临着经济安全化倾向过度、发达国家机制对冲、合作机制泛化、“软联通”衔接不足等内外部环境的挑战与考验。以“一带一路”高质量发展促进更高水平对外开放应以新发展格局为统领,以高标准、可持续、惠民生为目标,以机制化建设和跨境经济走廊建设为新的驱动力推动“一带一路”高质量发展,以全方位支持机制为支撑,保障“一带一路”可持续发展:一是深化跨境经济走廊建设,构建新型价值链和供应链,提升高质量共建“一带一路”的发展韧性;二是深化共建“一带一路”机制化建设,促进规则标准“软联通”发展,为“一带一路”高质量发展提供制度基础支撑;三是从国内支持体系和中外政府间合作机制等方面完善“一带一路”全方位支持体系,保障共建“一带一路”的可持续性发展。
Being an inherent requirement of high-level opening-up,the high-quality joint construction of the Belt and Road(B&R)provides crucial support for China to establish a new system for higher-level open economy,lead a new type of globalization,and build a community with a shared future for mankind.Since the inception of the B&R initiative,notably after its 5th anniversary symposium in 2017,the high-quality B&R cooperation and opening-up have made remarkable progress in international public logistics,trade and investment structures,digital economy,green development,poverty alleviation,and job-creation,but challenges persist due to internal and external factors like the excessive economic security measures,hedges of developed countries’mechanisms,ambiguous cooperation mechanisms,and inadequate“soft connectivity”.To advance a higher-level opening-up through the high-quality B&R development,the new development pattern should be adopted as a guideline,aiming at high-standard,sustainable and people-centered development.Meanwhile,the construction of institutions and cross-border economic corridors should be used as a new driving force to promote the high-quality B&R development,and a comprehensive support mechanism should be established to guarantee the sustainable B&R development.Approaches to achieving the high-quality B&R development are:first,fostering the development resilience of the high-quality B&R cooperation by deepening the construction of cross-border economic corridors and new chains of value and supply;second,providing institutional support by strengthening the B&R institutional construction and promoting“soft connectivity”of rules and standards;and third,ensuring the sustainability of the joint B&R construction by improving the comprehensive support system in terms of the domestic support system and cooperation mechanisms between Chinese and foreign government.
