摘要
党的二十大报告强调,引导规范民办教育发展。引导规范民办高等教育发展的关键是强化党建引领的民办高校治理体系建设。当前,民办高校的党建工作还存在不少短板,主要表现为党建引领存在缺失、党建基础比较薄弱、党建工作不成体系以及院系党组织作用发挥不足。造成这些问题的原因在于,办学思想不够端正、法人治理不够健全以及法律法规不够完善。强化党建引领的民办高校治理体系建设,重点是强化党建对民办高校董(理)事会建设的政治引领、加强以章程为核心的治理体系建设、有效发挥院系党组织的政治功能以及选配好民办高校党政“一把手”。
The report of the Twentieth National Congress of the CPC emphasizes that we should guide and standardize the development of non-government education.The key to guiding and standardizing the development of non-government higher education is to strengthen the governance system construction led by party building.At present,there are several deficiencies in the party building in non-government institutions of higher learning,primarily seen in the lack of party building leadership,a relatively weak party building foundation,the absence of a systematic approach to party building work,and underutilized roles of college and departmental party organizations.The reasons for these issues can be attributed to improper educational ideologies,inadequate legal entity governance,and imperfect legal framework.To enhance party building leadership within the governance system of non-government institutions of higher learning,the key priorities include strengthening the political guidance of party building in the formation of the board of directors(or trustees),enhancing the development of governance system with charters(constitutions)at its core,effectively harnessing the political functions of departmental party organizations,and selecting competent leaders for both party and administrative roles within non-government institutions of higher learning.
