摘要
改革开放以来,在民办教育复苏、发展、外延式扩张及内涵式发展的演进中,民办高校党建工作经历了缺失期、探索期、规范期和法治期的发展历程,正处于从外部制度的刚性嵌入到内在自觉的契合建构的转变,这成为办好中国特色社会主义大学的重要保障。新时代,基于民办高校党建工作的现实基础和内外环境,必须重视民办高校党组织的内生能力建设,以党组织负责人选派制度下的党建队伍工作能力、“董(理)事会领导下的校长负责制”体制下的党组织参与决策能力、分类管理背景下的党组织监督保证能力、学校治理共同体要求下的党组织引领服务能力等为建设重点,自觉向组织内部要动力、向组织外部送动力,切实发挥好党组织的政治核心作用,以高质量党建推动民办高校的高质量发展。
Since the reform and opening up,in the evolution of the recovery,development,extensional expansion and connotative development of non-governmental education,Party building in non-governmental institutions of higher learning has gone through the development process of the missing period,the exploration period,the standardization period and the rule of law period.It is in the transition from the rigid embeddedness of the external system to the internal conscious fit construction,which has become an important guarantee for running a socialist university with Chinese characteristics.In the new era,based on the actual work foundation and internal and external environment of Party building in non-governmental institutions of higher learning,we must pay attention to the endogenous capacity building of Party organizations.It is necessary to focus on the work ability of the Party building team under the system of Party organization leader selection and dispatch,the Party organization’s ability to participate in decision-making under the system of the“Principal Responsibility System under the Leadership of the Board of Directors”,the Party organization’s supervision and assurance ability under the background of classified management,and the Party organization’s leadership and service capacity building under the requirements of the school governance community.We must be inspired from both inside and outside the organization,give full play to the political core role of the Party organization,and promote quality school growth through high-quality Party building.
