摘要
数字治理是推进国家治理现代化的加速器,也是推动城市高质量发展的重要驱动力。基于数字治理理论,从数字治理的内涵和外延、城市高质量发展的维度出发,总结数字治理推动城市高质量发展的机制、瓶颈和创新路径。数字赋能推动了城市治理创新,进而引导城市治理体系向现代化迈进,助推城市高质量发展;而城市高质量发展对数字治理提出了更高要求,倒逼着政府等相关主体推进数字治理。当前,数字治理推动城市高质量发展面临的瓶颈包括数字化“软件”与“硬件”不完备、数字技术滥用与数据风险、“数字难民”和技术人才不足等。突破这些瓶颈制约,要求加快推进以协同为导向的“智慧城市”建设、以安全为导向的“韧性城市”建设、以需求为导向的“人本城市”建设。
Digital governance is an accelerator to promote the modernization of national governance and an important driving force to promote high-quality urban development.Based on the theory of digital governance,starting from the connotation and extension of digital governance and the dimensions of highquality urban development,this paper summarizes the mechanism,bottleneck and innovation path of digital governance to promote high-quality urban development.Digital empowerment has promoted the innovation of urban governance,thus leading the urban governance system to modernization and boosting high-quality urban development.However,high-quality urban development puts forward higher requirements for digital governance,which forces the government and other relevant entities to promote digital governance.At present,the bottlenecks faced by digital governance in promoting high-quality urban development include incomplete digital"software"and"hardware",misuse of digital technology and data risks,"digital refugees"insufficient technical talents,etc.Breaking through these bottlenecks requires accelerating the construction of a collaboration-oriented"smart city",a security-oriented"resilient city",and a demand-oriented"peopleoriented city".
