摘要
基于实地调查,以《敦煌规划》实施过程中疏勒河流域水资源总量控制及水权建设为主要研究对象,提出最小计算单元细化的总量控制指标,建立总量控制指标评价体系,分析研究疏勒河流域供用水量、用水结构、用水效率的年际变化及其过程控制,为疏勒河流域治理水权制度建设的顺利实施、有效运行以及深入开展提供实用性、前瞻性的科技支撑。
Based on field investigation,taking the control of the total amount of water resources in the Shule river basin and the construction of water rights in the implementation of the"Dunhuang Planning"as the main research object,,this paper proposes a refined total amount control indexes with detailed minimum calculation units,establishes total amount control index evaluation system,and analyzes and studies the inter-annual changes of water supply,water use structure and water use efficiency in the Shule river basin and their process control.It provides practical and forward-looking scientific and technological support for the smooth implementation,effective operation and in-depth development of the construction of water right management system in Shule river basin.
