摘要 引哈济党工程是2011年国务院批复的《敦煌水资源合理利用与生态保护综合规划》核心工程,工程从大哈尔腾河跨流域调水到党河流域,以缓解敦煌生活、生产和生态用水之间的矛盾,重点解决月牙泉和西湖自然保护区的生态用水问题。结合引哈济党工程供水区用水对象实际和水价承受能力,积极探索以生态供水为主的水利工程水价方案,采用逐步结转成本测算方法,测算供水成本和终端水价,研究提出了工程水价方案。 Water Diversion from Haerteng to Dang River Project approved by the State Council in 2011 is the backbone project listed in the Master Plan of Rational Water Resources Utilization and Ecological Protection in Dunhuang. Being a trans-basin water diversion scheme, the project aims to alleviate water shortage and compensate ecological water demand of Yueya Spring and West Lake Natural Reserve. The price of water supplied by utilities mainly for ecological water use are estimated by Phase-forward Cost Measurement Methodology, bases on analysis of water users and their bearing capacity. Studies are also made on water pricing options, such as cost of water supply and actual water tariff.
