摘要
涉河建设项目事中事后监管是河湖水域岸线监管的重要内容,传统监管模式手段单一,信息化、智慧化水平不足,难以保障监管效力。以广东省广州市南沙区为例,探讨涉河建设项目监管新思路,通过系统的“空—天—地”技术整合和模式创新,布阵卫星遥感、无人机航摄、App信息采集立体感知网,对涉河建设项目建设全过程进行动态监管;提出按“一档、一册、一库”方式规范化涉河建设项目审批数据管理;构建涉河建设项目精细化指标体系,最终实现涉河建设项目规范化、信息化、精细化“掌上”监管,可为水域岸线管控提供经验借鉴。
Supervision during and after river-related project construction plays an important part in the monitoring of shoreline of water bodies of a river or a lake.The traditional mode of supervision is relatively simple,without informatization and intelligence systems,making it difficult to achieve the effectiveness of supervision.Taking Nansha District of Guangzhou City in Guangdong Province as an example,new ideas for the supervision of river related projects are proposed.Through integration of“space-air-ground”technologies and innovation,dynamic monitoring and supervision of whole process in river-related project construction has been realized,by means of satellite remote sensing,drone aerial photography,and three-dimensional perception network for data collection.It suggests to standardize the management of approval data for river-related project construction with the approach of“one file,one account,one database”,in order to develop a refined indicator system for river-related project conastruction.It aims to realize“digitalized supervision”for standardized,informationized,and specified monitoring of river-related projects and provide experience for the management of water body shoreline.
