摘要
淤地坝是黄土高原水土保持与生态保护的主要沟道工程措施,在当地农业经济发展和减水减沙、生态环境改善、滞洪减灾等方面具有不可替代的作用。系统梳理了黄土高原淤地坝建设历程,详细论述了淤地坝在黄土高原生态建设与水土保持中的作用与成效,揭示了黄土高原淤地坝风险形成机理,阐述了淤地坝风险评价的基本指标体系和流程,强调建立淤地坝风险预警系统对保障人民生命财产安全的重要性。建议在黄河流域生态保护和高质量发展的国家战略下,面对黄河流域水沙变化的新情势,应遵循系统治理原则,坚持生态保护和高质量发展协同的理念,进一步增强淤地坝建设,全面评估淤地坝作用,建设现代化管理体系,提高建设质量与风险管控水平,增强淤地坝拦沙减沙作用,提升淤地坝生态资源开发利用水平。
Check dams are the main engineering measure of soil and water conservation and ecological protection in the Loess Plateau.It plays an irreplaceable role in local agricultural economic development,water and sediment reduction,ecological environment improvement,flood detention and disaster reduction.The construction process of silt dams in the Loess Plateau is systematically reviewed,the function and effect of silt dams in ecological construction and soil and water conservation are discusseed in detail,the risk formation mechanism of check dams is revealed,the basic index system and process of risk assessment of check dams are expounded,and the importance of establishing a risk early warning system for silt dams is emphasized to ensure the safety of people's lives and property.Finally,it is suggested that under the national strategy of ecological protection and high-quality development in the Yellow River Basin,in the face of the new situation of water and sediment changes in the Yellow River Basin,we should follow the principle of system management and adhere to the concept of coordination between ecological protection and high-quality development,build a modern management system,improve the construction quality and risk control level,improve the effect of sediment reduction and ecological resource developement and utilization of check dams.
