摘要
《关于加强数字政府建设的指导意见》明确指出,要把数字技术广泛应用于政府管理服务,推动政府数字化、智能化运行,加快转变政府职能,建设法治政府、廉洁政府、服务型政府,推进国家治理体系和治理能力现代化。政府利用数字技术赋能,再造业务流程,重构行政体系,形成以“业务数据化,数据业务化”为特征的创新型行政管理体系,从而提升政府服务水平、优化政府职能体系、加强政府制度建设、保障政府运行安全。基于此,文章从相关理论基础和数字政府建设可持续性的内涵出发,围绕影响数字政府建设可持续性的种种因素,从促进数字政府发展、践行“以人为本”的服务宗旨、全面提升政府履职能力三个方面,提出推进数字政府建设可持续发展的对策建议。
The Guiding Opinions on Strengthening the Construction of Digital Government clearly states that digital technology should be extensively applied in government management services,promote the digitalization and intelligent operation of the government,accelerate the transformation of government functions,build a rule of law government,a clean government,and a service-oriented government,and promote the modernization of the national governance system and governance capacity.This requires the government to strive to form an innovative administrative management system characterized by“business data,data business”through measures such as utilizing digital technology to empower,re-engineer business processes,restructure administrative systems,thereby enhancing government service levels,optimizing functional systems,strengthening institutional construction,and safeguarding the smooth operation of the government.In view of this,the article explore the various influencing factors of digital government construction based on relevant theoretical foundations and the connotation of sustainability,and proposes suggestions to promote the sustainable development of digital government construction in terms of promoting the development of digital government,practicing the service tenet of“people-oriented”,and comprehensively enhancing the ability of the government to perform its duties.
