摘要
食物供给事关粮食安全与社会稳定,而世界范围内的食物浪费问题已严重影响各国经济的绿色发展。文章首先总结了美国、法国、日本等国家和地区的治理经验和策略,如推进政府间跨部门合作治理与食品产业链条中各主体合作治理的有机结合、改革食品标签制度、通过大数据构建食品浪费信息数据库、积极引导激励食品捐赠与食物银行建设等;然后分析了我国食品浪费现状与治理困境;最后提出依法治理、协同治理、多元治理以及激励治理相结合的治理路径,以充分发挥各政府部门的监管能动性及各主体的多元参与性、增强食品生产和消费行为引导的有效性、推进法律激励因素的治理功能性,从而推进我国食品浪费治理的本土实践。
Food supply is a matter of food security and social stability,and the food waste problem has seriously affected the green economic development worldwide.In this paper,the governance experiences and strategies in the United States,France,Japan,and other countries and regions are summarized,such as promoting the organic combination of inter-departmental cooperation between governments and cooperative governance of various subjects in the food industry chain,reforming the food labelling system,building a food waste information database through big data,and actively guiding and motivating food donations and the construction of food banks.By analyzing the status quo and governance dilemma of food waste in China,the governance pathway with a combination of law-based governance,collaborative governance,pluralistic governance and incentive governance is proposed,giving full play to the regulatory initiative of various government departments and the pluralistic participation of various subjects,improving the effectiveness of food production and consumption guidance,promoting the governance function of legal incentives,so as to promote the local practice of food waste governance in China.
