摘要
基于加快实现共同富裕建设的时代使命,落实国家和各省(区、市)开放大学综合改革的时代任务,以及推进新型高校治理体系和治理能力现代化的时代要求,开放大学共同体概念随之清晰而明确,指引办学体系固有问题的有效破解。命运共同、事业共同、利益共同的共同体内涵的提出,以及对共同体属性、样态、架构的系统探析,对实施路径和保障措施的综合研究,在历史、现实和未来的呼应与碰撞中,为开放大学的战略转型和体系重塑提供了有效的指导方案。
Based on the mission of the times to accelerate and achieve the construction of common prosperity,the implementation of the tasks of the times of the comprehensive reform of the national and provincial(regional and municipal)open universities,and the requirements of the times to promote the modernization of governance system and governance capacity of new-type colleges and universities,the concept of open university community is then clear and explicit,guiding the effective solutions of the inherent problems of the school-running system.The proposal of the connotation of the community with common destiny,common cause and common interests,as well as the systematic analysis of community attributes,patterns and structures,and the comprehensive study of implementation paths and guarantee measures,provide effective guidance solutions for the strategic transformation and system reshaping of open universities in the echo and collision of history,reality and future.
