摘要
目前我国的战略科学家数量仍较有限,除了自我培养,大力引进外籍战略科学家成为新时代人才工作的重要内容。通过分别回顾生态学、组织行为学、跨文化视角下的人才战略研究发现,从国家治理的视域探究粤港澳大湾区人才引进机制仍有相当空间。为此,梳理和分析粤港澳大湾区引进外籍战略科学家的需求和相关政策,发现粤港澳大湾区在引进和汇聚外籍战略科学家方面存在的主要问题,包括顶层设计不足、人才平台建设水平不高、社会保障不充分、风险评估机制不完善等。通过深入发掘其背后的牵制因素,提出系统建构粤港澳大湾区外籍战略科学家引进机制的政策建议:加强顶层设计,成立由组织部牵头,科技、教育、人社、税务、外事等相关主管部门参与的粤港澳大湾区引进外籍战略科学家领导小组;建立健全相关法律法规,打通人才、技术、资金等创新要素跨境流通的体制机制障碍;建立一流科研平台和一流人才团队,深化外籍战略科学家柔性引进机制;完善退休政策和税收政策,提高外籍战略科学家的薪酬竞争力;制定个性化的外籍战略科学家舆情监测机制和立体式风险评估机制等。
At present,the number of strategic scientists in China is still small,in addition to self-training,vigorously introducing foreign strategic scientists has become an important part of the talent work in the new era.By reviewing the talent strategies from the perspectives of ecology,organizational behavior and cross-cultural perspectives,it is found that there is still considerable room to explore the talent introduction mechanisms in the Guangdong-Hong KongMacao Greater Bay Area(GBA).This paper sorts out and analyzes the needs and relevant policies for the introduction of foreign strategic scientists in the GBA,and finds that the main problems in the introduction and convergence of foreign strategic scientists include insufficient top-level design,low level of talent platforms construction,insufficient social security,imperfection in risk assessment mechanism,etc.Through in-depth exploration of the restraining factors behind it,it puts forward suggestions for systematically constructing the introduction mechanism of foreign strategic scientists in the GBA:strengthening the top-level design;establishing a leading group with the participation of relevant departments such as education,human resources and social security,taxation,and foreign affairs;establishing and improving laws and regulations,breaking down institutional barriers to the cross-border circulation of talents,technology,capital and other innovative elements;establishing first-class scientific research platforms and first-class talent teams,deepening the flexible introduction mechanism of foreign strategic scientists;perfecting retirement and tax policies to improve the salary competitiveness and formulating risk assessment mechanisms.
