摘要
在工程建设前期阶段,需要根据工程建设目标与要求制定建设标准,具有调控技术经济管理的作用,政策性较强。在实际建设的过程中,必须贯彻国家经济建设方针,结合行业和产业政策,确保资源、能源等合理利用,同时符合职业安全等规定,主要为强制性标准,要求工程建设的过程中认真贯彻与执行。对我国政府投资工程项目建设标准发展现状进行分析,结合我国该领域发展现状,提出基于项目管理全过程的建设标准,构建核心与特殊两类标准,使标准体系更加完善,同时细化规定内容,对例外情况严格管理,保障标准发挥作用。
In the early stage of engineering construction,it is necessary to formulate construction standards based on engineering construction goals and requirements,which have the role of regulating technical and economic management and have strong policy implications.In the actual construction process,it is necessary to implement the national economic construction policy,combine industry and industrial policies,ensure the reasonable utilization of resources,energy,etc.,and comply with occupational safety regulations,mainly mandatory standards,which require careful implementation and execution during the engineering construction process.This paper analyzed the current development status of construction standards for government invested engineering projects in China,combining with the development status of this field in China.Proposed the construction standards based on project entire process management,construct core and special two standards,made the standard system more perfect,refined the regulations and contents,strictly managed exceptions,and ensured the effectiveness of standards.
