摘要
瑞典职业教育经过百余年发展,建立起基于学校教育的职业教育体系。现行职业教育体系包括政府监管下的正规职业教育和正规系统外的非正规成人职业教育两大部分。瑞典职业教育体系的特点是国家统筹管理,利益相关者协同治理;以学生为中心,强调灵活性和适应性;关注弱势群体,促进社会融合和公平;重视终身学习,提倡技能提升与再培训。借鉴瑞典经验,我国应支持利益相关者参与职业教育管理,提升职业教育治理能力;增强职业教育体系灵活性,提高职业教育吸引力;关注弱势群体技能培训,增进成人教育公平性;健全人才职业发展途径,增强成人就业适应性。
After more than a hundred years of development,vocational education system based on school education has established in Sweden.The current vocational education system includes two parts:official vocational education under the government supervision and unofficial adult vocational education outside the formal system.The characteristics of the Swedish vocational education system include the following four points:national governance and stakeholder coordination,student-centered with emphasis on flexibility and adaptability,focusing on vulnerable groups to promote social inclusion and equity,and paying attention to lifelong learning to advocate skills upgrading and retraining.Drawing on the Swedish experience,China should support the participation of stakeholders in vocational education management to improve vocational education governance,enhance the flexibility of the vocational education system to strenthen the attraction of vocational education,focus on skills training of disadvantaged groups to increase adult education equity,and improve the career development channels for talents and enhance the adaptability of adults to employment.
