交通基础设施、劳动力配置与中国城乡融合发展——基于劳动力与产业、区域双重耦合视角 被引量:10

摘要 城乡融合发展是中国特色社会主义的优势体现,也是新时代破解社会主要矛盾的现实需求。构建城乡融合发展指标体系,测算2003—2020年我国283个地级及以上城市的城乡融合发展水平,从理论和实证两方面综合考察交通基础设施对城乡融合发展的影响效应及作用机制。研究发现:交通基础设施不仅能直接为农村低技能劳动力提供良好的就业机会并带动相关行业发展,而且能降低要素流动成本,有效推动我国城乡融合发展;交通基础设施具有公共物质资本属性,促使劳动力在产业和地区间合理的流动以契合资源禀赋特征,为劳动力与产业及区域双重耦合提供了强有力的支持和保障,激发了我国城乡融合发展的动力。在完善城乡交通基础设施过程中,可从提高劳动力与产业、区域双重耦合度的视角助推我国城乡融合发展。 The integrated development of urban and rural areas is a manifestation of the advantages of socialism with Chinese characteristics,and it is also a practical need to solve the main social contradictions in the new era.This paper aims to construct the urban-rural integrated development index system,measure the urban-rural integrated development level of 283 prefecture-level and above cities in China from 2003 to 2020,and comprehensively examine the impact and mechanism of transportation infrastructure on urban-rural integrated development from both theoretical and empirical aspects.It is found that transportation infrastructure can not only directly provide good employment opportunities for rural low-skilled labors and promote the development of related industries,but also reduce the cost of factor flow,thereby effectively promoting the integrated development of urban and rural regions in China;transportation infrastructure has the attribute of public material capital,which promotes the reasonable labor mobility between industries and regions to align with the characteristics of resource endowment,to provide strong support and guarantee for the dual coupling of labor with industries and regions,and stimulates the impetus for the integrated development of urban and rural regions in China.In the process of improving urban and rural transportation infrastructure,we can promote the integrated development of urban and rural regions in terms of improving the dual coupling degree of labor force with industries and regions.
