摘要
改革开放以后,我国从“重工业优先发展”战略转变为“遵循比较优势发展”战略,取得了经济“增长奇迹”。近些年来,国家对于经济发展又提出了新的要求:不能单纯追求经济的快速增长,还要关注环境保护与区域协调发展,以实现包容性可持续发展。对于遵循比较优势的发展战略能否推动包容性可持续发展,文章选取中国2003—2021年282个城市的数据,使用技术选择指数与包容性可持续发展指数进行实证分析,并通过调节效应模型引入政府和市场以探究两者的作用。文章实证结果表明:遵循比较优势显著促进包容性可持续发展;政府和市场均起到积极的调节作用,而且两者的协同效应明显;东部地区城市、人口规模较大城市及发展水平较高城市中,遵循比较优势对包容性可持续发展的影响更显著。本文研究对促进我国各地区包容性可持续发展具有一定政策启示:一是各地需选择符合比较优势的发展战略,推动产业结构升级;二是立足于比较优势,加强地区间合作,积极融入国际市场;三是选择适宜的创新策略,避免盲目自主创新;四是加快公共基础设施建设,完善社会保障制度,推动区域协调发展;五是完善环境治理机制,健全环境治理体系。
After the reform and opening up,China has changed from the“heavy industry priority development”strategy to the“follow the comparative advantage development”strategy,and has achieved economic“growth miracle”.In recent years,the state has put forward new requirements for economic development:we should not only pursue rapid economic growth,but also pay attention to environmental protection and regional coordinated development to achieve inclusive and sustainable de⁃velopment.For whether the development strategy that follows comparative advantages can promote inclusive sustainable de⁃velopment,this paper selects the data of 282 cities in China from 2003 to 2021,uses the technology choice index and the in⁃clusive sustainable development index for empirical analysis,and introduces the government and the market through the mod⁃erating effect model to explore the role of the two.The empirical results of this paper show that following comparative advan⁃tages significantly promotes inclusive sustainable development;both the government and the market play a positive regulato⁃ry role,and the synergistic effect of the two is obvious;among the cities in the eastern region,the cities with larger popula⁃tion and the cities with higher development level,the influence of following comparative advantage on inclusive sustainable development is more significant.This study has certain policy implications for promoting inclusive and sustainable develop⁃ment in various regions of China:First,all regions need to choose development strategies that conform to comparative advan⁃tages and promote the upgrading of industrial structure.Second,based on comparative advantages,strengthen inter-regional cooperation and actively integrate into the international market.Third,choose appropriate innovation strategies to avoid blind independent innovation.Fourth,accelerate the construction of public infrastructure,improve the social security system,and promote coordinated regional development.Fifth,improve the environmenta
