摘要
国家自主性是影响现代国家治理效能的关键变量。当前中国的国家治理实践中,由于一些领域国家自主性的失衡,导致国家治理体系中出现了治理主体发育不成熟、治理维度间衔接机制不健全、权力运行监督机制不完善等内在问题,还伴随着国家治理能力在规制权力和保障权利、资源再分配、统筹协调及话语传播等方面的不足。展望未来,中国的国家自主性需要在以党建引领培育国家治理主体、以机构改革优化国家治理结构和以数字治理革新国家治理理念的过程中,实现自身的重塑性发展,理顺国家、社会、市场之间的关系。
State autonomy is a key variable affecting the effectiveness of modern national governance.In the current practice of national governance in China,due to the imbalance of state autonomy in some areas,in⁃herent problems of the national governance system such as immature development of governance subjects,in⁃adequate mechanisms of articulation among governance dimensions,and imperfect systems of supervision of power operation have emerged,accompanied by deficiencies in national governance capacity in regulating pow⁃er and safeguarding rights,resource redistribution,coordination and discourse dissemination.Looking ahead,China's state autonomy needs to achieve its own plastic development and rationalize the relationship among the state,society and market in the process of nurturing the main body of national governance with the leadership of party building,optimizing the national governance structure with institutional reform and innovating the con⁃cept of national governance with digital governance.
