摘要
交通拥堵收费作为1种交通需求控制的有效政策手段.除政策导向外,最关键的是选择适用于不同收费模式的收费技术.根据国内外相关经验的收费特点,将收费模式分为5类,总结了各收费模式的技术性能要求,根据厂家调研结果及部分测试数据,阐述主流技术的技术原理、技术应用案例,并综合各因素分析了技术的优势与不足.最后对拥堵收费的技术发展趋势、不同收费模式技术备选集进行了总结,为拥堵收费的实施提供完备的技术分析.
Traffic congestion charging is an effective policy tool for traffic demand control.In addition to policy orientation,the most important thing is to choose toll collection technologies that are suitable for different charging models.According to the charging characteristics of relevant experience at home and abroad,the charging mode is divided into 5 categories,the technical performance requirements of each charging mode are summarized,the technical principles and technical application cases of mainstream technologies are explained according to the manufacturer's research results and some test data,and the advantages and shortcomings of technology are analyzed by integrating various factors.Finally,the technical development trend of congestion charging and the technical alternative set of different charging modes are summarized,which provides a complete technical analysis for the implementation of congestion charging.
