摘要
【目的】化工企业的生产具有高危险性,每年各地因化工产品的存储运输不当导致的爆炸事件层出不穷,对此,政府提出针对化工企业建设双重预防机制的方案。本文研究了化工企业安全双重预防机制建设现状,并提出改进措施,旨在对企业落实双重预防机制提供指导。【方法】本研究通过对相关政策文件解读、相关文献研究和部分化工企业双重预防机制建设落实情况进行调查,对收集到的数据进行分析,从政策领会、机制建设、主观意愿、人才构成等方面对目前双重预防机制建设中存在的问题进行梳理。【结果】从实际了解到的数据和调查来看,目前双重预防机制的建设和落实还存在很多问题,认知、落实、动力和人才方面的问题较为突出,针对这些问题,分别提出相应的解决措施。【结论】化工企业双重预防机制建设还不成熟,很多问题亟待解决,政府和企业应通力协作,共同推动双重预防机制走深走实。
[Purposes]The production of chemical enterprises has always been characterized by high risk,and every year there are numerous explosion incidents caused by improper storage and transportation of chemical products.In this regard,the government has put forward the construction of dual prevention mecha-nism for chemical enterprises.This paper studies the current situation of the construction of dual prevention mechanism of chemical enterprise safety,and puts forward improvement measures,aiming at providing guidance for the implementation of dual prevention mechanism in enterprises.[Methods]This paper in-vestigates the implementation of dual prevention mechanism in some chemical enterprises through the in-terpretation of relevant policy documents and relevant literature research,analyzes the data collected,and sorts out the problems in the construction of the current dual prevention mechanism from the aspects of policy comprehension,mechanism construction,subjective willingness,and talent composition.[Find-ings]From the actual understanding of the data and survey,there are still many prominent problems in the construction and implementation of the current dual prevention mechanism,such as cognition,implementation,motivation and talent.In view of these problems,this paper respectively puts forward corresponding measures to solve them.[Conclusions]The construction of dual prevention mechanism in enterprises is still immature,and many problems need to be solved.The government and enterprises should work together to promote the dual prevention mechanism to go deep and practical.
