中国工业绿色全要素生产率变动测度研究——基于网络超效率EBM-Malmquist模型的分析

摘要 基于网络超效率EBM-Malmquist模型,测算了2003-2019年中国各省工业整体和分阶段绿色全要素生产率变动情况。结果表明:工业绿色全要素生产率整体效率水平不高且各省之间存在巨大差异;EM指数结果分析表明,整体阶段、工业生产阶段和环境治理阶段效率处于提升状态,环境治理阶段效率还有较大的进步空间;南北地区整体效率变动和分阶段的效率变动都处于提升状态,且南部地区效率变动在整体阶段、生产阶段和治理阶段都要高于北部地区;EC(技术效率变化)指数和TC(技术变化)指数结果分析表明,整体阶段、工业生产阶段和环境治理阶段的效率变动主要由技术变化驱动,而技术效率变化对其具有一定抑制作用;南方整体阶段效率提升大部分由技术效率变化驱动;南方生产阶段效率提升大部分由技术变化驱动;南方治理阶段以及北方的整体和分阶段效率的提升主要由技术变化驱动。 Based on the network super efficiency EBM-Malmquist model,the changes in overall indus trial and phased green total factor productivity in various provinces in China from 2003 to 2019 were measured.The results show that the overall efficiency level of industrial green total factor productivity is not high,and there are significant differences between provinces.The analysis of the EM index results shows that the efficiency of the overall stage,industrial production stage,and environmental governance stage is improving,but there is still much room for improvement in the efficiency of the environmental governance stage.The overall efficiency changes and phased efficiency changes in the northern and southern regions are improving,with higher efficiency changes observed in the southern region compared to the overall stage,production stage,and governance stage in the northern region.The analysis of the EC(technical efficiency change)index and TC(technology change)index indicates that the efficiency changes in the overall stage,industrial production stage,and environmental gov ernance stage are mainly driven by technological changes,although tec hnical efficiency changes have a certain inhibitory effect on them.In the South,most of the overall efficiency improvement is driven by changes in tec hnological fficiency,and a significant portion of the eficiency improvement in the production stage is also due to technological changes.The improvement in governance in the South and the overall and phased efficiency in the North are mainly driven by technological change.
